ID on the HC report on the human rights situation in Venezuela

Statement by Portugal

 

Thank you Madam President,

Madam Deputy High Commissioner,

Portugal fully supports the presence of the Office in Venezuela and thanks its extensive work carried out in the country.

One year after the High Commissioner’s first report, Portugal remains deeply concerned with the human rights and humanitarian situation in Venezuela. Covid-19 exacerbated even more the scenario of shortages of basic goods, which affects millions of Venezuelans.

Despite increased access and cooperation with the authorities – which is important to recognize – the report states that most of the recommendations from last year remain valid, while pointing to renewed violations of human rights.

Portugal has long condemned these violations. Moreover, we voiced our concern over the recent decisions of the Venezuelan Supreme Court. These actions hinder the path towards a negotiated solution, which remains key for any lasting relief.

As an elected member of the HRC, Venezuela has an added responsibility for the promotion of human rights in its territory, and a duty to actively cooperate with the OHCHR.

To conclude, how do you see the impact of the measures adopted by Maduro’s Government to contain the virus on the rights of Venezuelans, in particular those trying to return to the country?

Is the agreement signed with the opposition on humanitarian aid already showing any positive results on people’s lives?
