45th regular session of the Human Rights Council

Interactive Dialogue with the FFM on Venezuela

23 September 2020

Madam President.

Portugal thanks the FFM for its first report and update to the Council. We commend the extensive work carried out in a short period of time and in the challenging circumstances we all face.

Along with the EU, we follow closely and continue to be deeply concerned with the human rights and humanitarian situation in Venezuela. We condemn the violations that have taken place. Protection and promotion of human rights is crucial to ensure a lasting solution to the crisis. Portugal remains committed to supporting the Venezuelan people and to contribute to a solution.

The conclusions of the FFM are worrisome. Portugal regrets a total lack of cooperation of the Venezuelan authorities with the FFM. As a member of the HRC, Venezuela has an added responsibility to respect human rights and to cooperate with the Council and its mechanisms. We call on the Venezuelan authorities to collaborate with the FFM and to urgently address its findings and recommendations.

At the same time, Portugal welcomes the increased cooperation of the Venezuelan authorities with the High Commissioner and recognises the importance of some recent positive developments such as the pardon of imprisoned and exiled legislators and political activists.

I conclude by asking the FFM how it values the cooperation of Venezuela with OHCHR and its assessment of a possible similar cooperation with the FFM.

Thank you.
