Statement by Portugal

 

Mr. President,

Portugal welcomes the delegation of Finland and wishes it a successful review.

Portugal commends Finland for expanding its human rights architecture through the establishment of an Ombudsperson for Older Persons and a special rapporteur on violence against women. We note with satisfaction that the process of ratifying the Convention for the Protection of All Persons from Enforced Disappearance is ongoing.

Portugal recommends that Finland:

  • reviews the Mental Health Act by aligning it with the CRPD and the right to health framework, with a view to eliminate stigma, violence and coercion in mental health and increasing the availability of community-based services;
  • amends the Aliens Act by reintroducing residence permits on humanitarian grounds, by lifting income requirements for refugee family reunification, and by ensuring that asylum-seekers have effective access to affordable and quality health services;
